
BISP Launches Mobile Wallets with EU and German Support to Digitally Empower Low-Income Families
In a revolutionary step toward financial inclusion, the Benazir Income Support Programme (BISP) has officially unveiled its BISP Mobile Wallets payment model, with strong support from the European Union and the German government. This initiative aims to digitally transform how financial aid reaches low-income households across Pakistan.

The launch event took place in Islamabad during a high-level workshop titled “Transition to a Cashless Economy: BISP Mobile Wallets Payment Model”. It brought together senior government officials, telecom leaders, financial regulators, and development partners — all committed to reshaping social safety nets through innovation

Addressing the gathering, Bilal Azhar Kayani, Minister of State for Finance and head of the Prime Minister’s Delivery Unit, hailed this development as more than just a policy shift.
“This is a national priority aligned with the Prime Minister’s vision of a cashless economy — where digital payments bring dignity, transparency, and efficiency,” he emphasized.
Senator Rubina Khalid, Chairperson of BISP, highlighted the focus on empowering women through digital financial access.
She stated,
“With guidance from President Asif Ali Zardari, we are prioritizing dignity and transparency in service delivery. On August 14, we begin our pilot to open direct bank accounts for beneficiaries — a major milestone in digital empowerment.”
She added that recognizing women household heads via CNIC verification would be a game-changer for female financial inclusion.
“Every woman should have the right to choose her preferred bank and receive payments via secure biometric verification,” she stressed.
